Print a place value chart, the place value grid of UK classrooms, from hundreds, tens and ones up to millions, with tenths, hundredths and thousandths if you need them. Place 4,506 and read it column by column: 4 thousands, 5 hundreds, no tens, 6 ones. The empty tens column shows why the zero matters.
On the mat, ten ones become one ten and ten tens one hundred. Counters or base ten blocks make carrying and borrowing visible.
Add decimal places: 38.25 is 3 tens, 8 ones, 2 tenths and 5 hundredths. Multiplying by 10 moves every digit one column to the left.
Line two numbers up in the same columns and compare from the left. To round, look at the column to the right of the place you round to.
